Peter Anthony Maguire committed unspeakable horrors against his victim. And after police repeatedly failed to intervene multiple times, now he won't face any accountability for his heinous crimes.
CHINO HILLS, CALIFORNIA — In what appears to be yet another sickening example of an abusive law enforcement officer not being held accountable for their horrific crimes, An ex cop will face no consequences for charges related to kidnapping, torture, and mutilation according to recent court filings.
Peter Anthony McGuire was arrested in 2022 on multiple felony accounts including holding a woman against her will, bodily disfigurement, and multiple instances of forced sexual abuse among other charges. One would think that such a monster would be held accountable for these heinous crimes, but the prosecutors in San Bernardino County have since found him mentally incompetent and unable to stand trial.
Of course, it is unconstitutional to prosecute the mentally incompetent, but as we will show, had this criminal cop been subjected to the same standards as everyone else this tragedy likely could have been avoided.
BACKGROUND
According to the San Bernardino District Attorney's office, Mcguire began working as a police officer for the Huntington Park Police, located in south central Los Angeles County, in 1986. Reports show he was terminated from that position one year later in connection to the death of Acacio Ramirez in September of 1987 after Maguire and another officer responded to a domestic disturbance call and placed Ramirez under arrest. Ramirez would later die in police custody from what the L.A. County Medical Examiner-Coroner reportedly determined was "blunt force body trauma", according to a report from the Los Angeles Times from that year.
The Free Thought Project has long contended that it should be standard practice for officers connected to criminal activity, particularly those related to physical abuse and death, to be placed on a blacklist which prevents them from working for other law enforcement agencies in the future, and so that in the instances of any future crimes other law enforcement officers are aware of an ex cop's criminal history.
Since this is not the case, Mcguire was able to work as an officer for the now defunct Hawaiian Gardens Police Department from 1995 to 1997.
And according to the San Bernardino County Sheriff's Department, at the time of the incident Maguire held two active licenses as a private investigator and a private patrol officer.
THE CRIME
The heinous offense for which Maguire has been charged occurred over the course of six months in 2022. The victim, a 22-year-old woman who has yet to be named, voluntarily moved in with Maguire as a roommate at the beginning of that year, and shortly thereafter decided to leave. It was then when Maguire began to forcibly hold her captive and would do so for the next several months.
According to court filings from the San Bernardino County District Attorney's Office, throughout this ordeal Maguire would inflict horror movie level atrocities against his captive. Brutally raping her multiple times, in between torturing and maiming her, disfiguring her face, slitting her tongue, nose, and ears, and removing an eye.
This nightmare would go on for six months until the victim was eventually able to escape, running to nearby Alterra Park where she was rescued by good samaritans on June 9, 2022.
Upon his arrest Maguire was charged with torture, kidnapping, forcible rape, forcible oral copulation, forcible sodomy, aggravated mayhem, false imprisonment, and assault with a deadly weapon.
Additionally, the San Bernardino County District Attorney's Office also filed special allegations in five of the counts — personal infliction of great bodily injury, administering a controlled substance during commission of a sex crime, and infliction of great bodily injury during a sex offense.
Infuriatingly, according to reports the prolonged abuse of this woman could have been cut short if not for the incompetency of local law enforcement.
According to a report from the US Sun, multiple neighbors from Maguire's neighborhood reported hearing banging and screaming coming from the home and called police on multiple occasions.
The Chino Hills Police Department confirmed there had been "about seven or eight calls" regarding domestic disturbance by nearby neighbors since the beginning of the year. Each time officers arrived, attempted to make contact, waited approximately half an hour, and left.
A Sheriff's Office spokesman said:
"A deputy responded to each of the calls and no disturbance was ever substantiated. The house was quiet and no one answered the door during each of the calls."
Later saying, "police cannot force their way into a home if they don’t see or hear any signs of trouble."
One neighbor claimed they were told by officers that "there was no substantial evidence to do a wellness check."
Of course, as frequent readers of The Free Thought Project are aware, police will often do much more for much less.
Throughout the country, police officers called to do a "wellness check" will arrive with little to nothing else of a single phone call, force their way into the premises, and escalate the situation with often tragic consequences on innocent people. Yet apparently, in this case, multiple neighbors corroborating the same story, reporting the sounds of banging and cries for help coming from a single residence was not sufficient enough for officers to do their job and rescue an innocent woman from an actual predator.
Sadly, even if they had acted, the potential for a tragic outcome wasn't unlikely.
The same year that officers of San Bernardino County couldn't be bothered to bring Peter Mcguire's heinous crimes to an early end, they did end the life of another kidnapping victim. As we reported at the time, 15 year old Savannah Graziano was abducted by her father Anthony John Graziano after he murdered his estranged wife. Following a car chase in which the elder Graziano exchanged gunfire with police, the car would come to a halt at which point his traumatized daughter would exit the vehicle and run towards officers whom she assumed would be her rescuers. Instead her life ended in a hail of bullets.
In the case of Peter Maguire, he is unlikely to face any consequences for his despicable crimes. San Bernardino County District Attorney Debbie Ploghaus has said the County Counsel has taken over a Murphy conservatorship and Mr. McGuire will become a ward of the county and housed at a mental health facility.
